Proposal 66 - Setnet-only fishing periods
This would allow setnetters in the Central Section of the Northwest Kodiak District to begin fishing 24 hours before seiners. The proponents estimate approximately five additional fishing days per season for setnetters.Seine impact: Direct competitive and allocation implications. Setnetters would gain exclusive access to returning salmon before seine openings reducing harvest opportunities for seiners.
Proposal 65 - Increased setnet gear
This proposal would allow up to four setnets and 300–350 fathoms of aggregate gear when average setnet permit gross value falls below 35% of average seine permit gross value.Seine impact: Will increase setnet harvesting capacity and shift harvest share away from seiners. The proposed trigger also ties setnet fishing privileges directly to comparative seine earnings, raising allocation and precedent concerns.
Proposal 64 - Additional hooks on setnets
This proposal would allow setnetters to use two hooks, rather than one.
Proposal 61 - Karluk & Ayakulik Chinook Recovery & Retention
This proposal calls for enforceable recovery targets and management measures for Karluk and Ayakulik Chinook salmons stocks of concern. Seine Impact: Will result in additional restrictions or conservation requirements affecting commercial salmon fishing opportunities.
Proposal 67 - Mainland District Fishing Flexibility - Submitted by the Kodiak Seiners Association
Would allow fishing periods to be extended from 57-72 hours after July 19 in sections experiencing strong local pink and chum returns, rather than waiting until August 1st. This woudl provide additional harvesting opportunity and reduce foregone harvest.
